The Tyrolean 2009 Emergency Services Act marked a profound change for the emergency services in Tyrol. This thesis sheds light on its background with an overview of the previous laws as well as the involved organisations. Afterwards, the norms of the new law are individually explained in detail. The focus lies on the public procurement procedure including the relevant provisions of EU law. Although the content of the resulting contracts is confidential, numerous inferences could be made from publically available sources. Finally, this thesis covers how the law was implemented including pending implementation measures such as the planned tendering procedure for airborne emergency services. Throughout the thesis, legal and factual problems are demonstrated in context.
